-EMPLOYEE CLEARANCE REQUIREMENTS & DIRECTIONS-
Welcome! As of 2015 Pennyslvania State law requires all employees to have the following clearances, before being allowed to work:
- State Police Criminal History Record – Act 34 (Dated within the last 5 years)
- Federal Criminal History Background Check – Act 114 (Dated within the last 5 years)
- Pennsylvania Child Abuse History Clearance – Act 151 (Dated within the last 5 years)
- Recognizing and Reporting Child Abuse 3 Hour Training - Act 126 (Dated within the last 5 years)
We can accept clearances that were obtained for previous employment as long as they are dated within the last five years. Knowing this can be a confusing process, we have put together this information to help make things a little easier to understand.

-ACT 34 - STATE POLICE CRIMINIAL HISTORY RECORD CLEARANCE-
The Pennsylvania State Police has established a web-based computer application called “Pennsylvania Access To Criminal History” (PATCH.) Using this system, a requestor can apply for a PA criminal background check online. This clearance is valid for 5 years from date of issuance. “No Record” certificates are returned immediately 85% of the time, via email. The cost is $22.00 per request.

- You will need your Social Security Number.
Log in to the website listed above, then select “Submit a New Record Check”.
- NOTE: Reason for Request = Employment
Select “Next” and then select “Proceed”.
Complete the required fields with your personal information as requested.
Enter This Request”.
Select “Finished”, then “Submit”, and finally “Checkout”.
Continue entering payment information and select “Pay with your credit card”.
Once you get your notification email to let you know your clearance is complete- click on the blue control # beginning with “R”. Click on the blue “Certification Form” to get the official State Police clearance. Print the final PA Criminal History Record.
Please save your PA Criminal History Record electronically for future reference.
Upon completion, please provide a copy of your State Police clearance to Human Resources at the DAC (or e-mail results to email@example.com).
-ACT 114 - FEDERAL CRIMINAL HISTORY BACKGROUND CHECK (FBI)-
This criminal history check is also known as your FBI Clearance or FBI Fingerprints Clearance. This clearance is valid for 5 years from date of issuance. You must register online at uenroll.identogo.com prior to going to the fingerprint site. There is an estimated cost of $23.85 per request. We do not have an authorization code as we do not reimburse you for completing this clearance.
To complete your pre-enrollment registration online go to https://uenroll.identogo.com
- Choose “Schedule or Manage Appointment” and then select “Next”.
Enter personal info required and then select “Next”.
- Create a security question, enter the answer, and then select “Next”.
Answer citizenship questions and then select “Next”.
Answer personal questions required and then select “Next”.
Enter personal info required and then select “Next”.
Enter more personal info required and then select “Next”.
Enter your address info and then select “Next”.
Choose, from a drop down box, which identification document you would like to bring along for the fingerprinting. (Ie; License, passport, etc.), select “Yes” if the name on the document matches your current name, and then select “Next”.
Enter your zipcode, search for the closet fingerprint locations, and select the location of your choice.
Select a date and time, from the drop boxes. Or check “Walk-in” and then select “Submit”.
- NOTE: All scheduled appointments take precedence over “walk-ins”.
You will then see a message that says, “You have successfully Pre-Enrolled.” You will also receive a follow up e-mail stating the same thing.
Don’t forget to go get your fingerprinting done at your pre-chosen appointment!
You will receive an emailed copy of your unofficial clearance. You can either print off this letter for HR or email the UEID code (this code generally begins with the letters “UZ”.) directly to firstname.lastname@example.org.

Special Covid-19 Note
Due to the impact of the Covid-19 epidemic they are experiencing a temporary reduction in the number of fingerprinting locations. Fingerprinting staff and customers are required to wear face coverings to enter fingerprinting locations unless exempted due to age or a medical condition.

-ACT 151 - PENNSYLVANIA CHILD ABUSE HISTORY CLEARANCE-
As of January 5, 2015 you may now gain the PA Child Abuse History Clearance online. This form is distributed and processed by the PA Department of Human Services. The cost is $13.00 per request. Pennsylvania Child Welfare Portal recommends that you do not use Chrome Browser to obtain this as they have been having issues with this browser lately.

You will need your Social Security Number and a credit or debit card in order to submit this request online.
- You will need your Social Security Number.
Select the “Create Individual Account” and then select “Next”.
- Complete required information and then select “Finish".
NOTE: Your Keystone ID is a username that you create and must have 6 to 10 characters, 1 upper case, 1 lower case, and one symbol.
- Be sure to write down your username, password, and security questions/answers. You will need these again to log in for your clearance results!
You will be e-mailed your temporary password to the e-mail account you provided, previously, in the required information.
- You will need to close the window that you created your Child Welfare Portal account in and reopen a new window to proceed with your Keystone ID (username) and your temporary password (sent to you via e-mail).
Go to the https://www.compass.state.pa.us/CWIS website, and select “Log In”.
Select “Access My Clearances” and then select “Continue” at the bottom of the page.
Enter your Keystone ID (username) and your temporary password (sent to you via e-mail).
- You will then need to change your temporary password to a password you select, then select “Submit”.
Log out again.
Go to https://www.compass.state.pa.us/CWIS website, and select “Log In”.
Enter your Keystone ID (username) and your password you just created.
I have read…” and then select “Next”.
Select “Continue” at the bottom of the page and then select “Create Clearance Application”.
Select “Begin” and then select “Volunteer”.
Pay with credit or debit card and select “Pay with your credit card.
- Continue completing Part 1, Part 2, and Part 3 of the Clearance Application.
Review your application summary, click “Next.
Select “I hearby…”, add your Esignature to the page, and select “Next”.
Enter your payment information and select “Make Payment”.
- You should get an email notification when your clearance has been completed (as well as a copy mailed to your house if you selected that).
Upon completion, please provide a copy of your PA Criminal History Record to Human Resources at the DAC (or e-mail results to email@example.com).
-ACT 126 - RECOGNIZING & REPORTING CHILD ABUSE 3 HOUR TRAINING-
There is no charge for the course.
All staff are required to complete the Act 126: Child Abuse Awareness Training. This is required training that needs to be completed every five (5) years.
Please set aside time to complete this required training. The three (3) hour online course entitled, “Professional Ethics and the Educator Discipline Act,”consists of four (4) modules. The course is available on the Department of Education’s SAS Portal. There is no charge for the course.
Participants who do not have a SAS account must first register for one by visiting http://pdesas.org/.
- To register for the course, participants must log into the SAS PD center http://pdc.pdesas.org/and then click on “Course Catalog/Registration” under the menu button in the upper right hand corner of the screen. The course is listed under the “Self-paced” tab.
When registering for the course, participants will choose a track specific to their role (i.e. staff member.) All content must be viewed prior to taking the assessment and receiving a certificate.
- Upon receiving the certificate of completion – please send that certificate (electronically or via paper) to Kristen Elliott.
This is a very simple process and you can stop watching and pick it back up another time as long as you use the same computer. There is a test at the end. However, it only gives you two answers to choose and if you choose the wrong one it just has you select the other answer.
