Special Education Plan 2025 - 2028

It is required that the plan be made available for 28 days prior to its submission. This DRAFT of the plan will be available here from March 5, 2025, until April 14, 2025. April 7, 2025 UPDATE: Based on feedback to the above posted DRAFT, the following revisions have been made:
Page 8 Response 2: The following information was added: “To facilitate a smooth transition, if the residential facility provides notice that a student is to be released from the facility, the host school district should attempt to work with the resident school district to prepare for the student's discharge from the institution at least two weeks prior to the student's planned discharge from the residential program, if possible.”
Page 11 Response 1: The following information was added: “Data remain consistent when compared to similar data from the 2022-23 school year. In 2022-23, 64.3% of special education students were in the general education environment 80% or more of their school day in comparison to the state average of 61.6%. 9.5% of Lower Dauphin special education students were in the general education environment less than 40% of their school day in comparison to a state average of 10.0%. Finally, for the 22-23 school year, 1.8 percent of the district's students were placed out of district in comparison to state average of 4.4%. “
Page 12 Response 4: The following information was added: “The district employs three special education coaches who review the SDIs, goals, and programming to ensure students' needs are met and plans and programs are implemented with fidelity. “
Page 15 Response 5: The following information was added: “All restraints are added to the state RISC reporting website on a quarterly basis.”
Pages 62-100: The last field in the table is “The location of the class has been maintained for at least 3 school years. “ Per PDE guidance, all entries were changed to ‘No’ as the plan will be submitted prior to 6/2025.
Page 110: Under the Sonday teacher Training, the number of sessions was changed from “as needed” to “1”.
